TIDA-01228: TIDA-01228

Correct, TIDA-01228 focuses on functionality of the Sensor Controller found in CC1310, CC1350 and CC26x0 devices, for rotation detection. The Bluetooth RF functionality in CC26x0 or the Sub-1GHz RF capability in CC13x0 is optional, so yes - it is possible to design without those features.
In fact TIDA-01228 has no Bluetooth functions included but it can be added by the user, if required.
