I am not sure how to track CS0134667, it doesn't look like an E2E thread id. I'm sorry if the case CS0134667 didn't provide info required. All the high speed interfaces, Hyperlink, XGE, SRIO documents are under 66AK2H http://www.ti.com/product/66AK2H14/technicaldocuments. They are mostly IP level user guides, I am not aware of any document characterizing the eye mask.

What exact info you are looking for? There is a Serdes user guide: http://www.ti.com/lit/ug/spruho3a/spruho3a.pdf. Also there is a Serdes diagnostics user guide under pdk_k2hk_4_0_xx\packages\ti\diag\serdes_diag\docs, will they help?
