Hi,
The access isn't approved even if clicking the submit button on the request form to download "PSpice TI design and simulation tool" on TI website. So, please see the following screenshot.
This issue occurs both of IE11 and Google Chrome with windows 10 pc.
Could you please give me your advice about this?
The symptom doesn't change even if uptate my myTI account.

Were you please check whether you phone number has been provided in your profile? If so, please fill that in and try again.

I just checked my phone number in myTI profile. However, my phone number has been filled including the other asterisk (*) field.
