I have the same issue as described in the below links:

When trying to install PSpice TI, right after entering email and access key and pressing sign in, it says "Unable to write to disk. Check persmissions".
Could you please help with this?

Please check if you are able to create new files in C:\Users\<username>\AppData\Roaming\Cadence\VBL\TI_PSpice_174\license?

Yes, I can write to this folder.

I just created 1.txt file in this folder. Can the issue be related to the non-latin user name?
