I'm having the same problem.  Installed once, and seemed to work fine, but the next day, I couldn't find the .exe to launch the program again.  Windows didn't show any form of PSpice in the Start Menu search or Programs list.  So, my IT service desk reinstalled for me, but now this license error pops up.  As the OP, following the path to license.txt, and then opening with Notepad shows a blank text file (the file exists, but is empty).  What is supposed to be in this file?

Hi Robbie,

Did IT install it using your Windows account or a different administrative account? If so, please ask IT to uninstall it.  PSpice for TI should be installed by the account in which the tool will be used (no install for all option). That could be the reason you don't see the shortcut in the start menu.

Once it's installed properly, please try to run the tool again and check whether the error comes up.
