Help, I am working with CC2540 Mini Development Kit and I'm lost. I want to communicate with the PC or cell phone via bluetooth to CC2540 'Keyfob' and CC2540 USB Dongle.

The CC2540 is a Bluetooth low energy device (BLE), and therefore it can only communicate with a PC or cell phone that supports BLE (typically this would be a device that has "dual mode" support- both classic BT and BLE). Currently, no phones or PC are on the market with dual mode support; however expect to see many of these come available over the course of this year.
In the meantime, you can use the USB dongle and BTool (PC application) in the Mini Development kit to essentially emulate a PC or cell phone that supports BLE, and develop your own custom software on the keyfob. This way once phones with dual-mode support become available, you will be ready to go.

Ups... I did not think about this! Hmmm... This actually kills the 2540 for my project.. A pity...

The CC2560 is a bluetooth transceiver, and here is the design kit.
