BIM stands for boot image manager and you can find it under \Projects\ble\util if you install TI BLE Stack for CC2650 which you can refer to www.ti.com/.../swru393e.pdf

Basically, CC2650 use SPI interface to communicate with external flash and you can refer to SPI driver to study it .

If you import bim_extflash project from C:\ti\simplelink\ble_sdk_2_02_06_07\examples\util\bim_extflash\cc2640\ccs, you can check ext_flash.c implementation to know the details and check bls_bsp.c to know how to use those APIs
