Before OAD the CC1352R Launchpad BLE MAC address was detected by btool and nRF Connect app as 6A 62 CA 33 F5 C9.
After OAD the CC1352R Launchpad BLE MAC address is now 50 4F 55 FC B4 58

What SDK version are you using, and what example project did you start from?
What we should look at first is to check that you are not using Resolvable Private Addresses (https://dev.ti.com/tirex/explore/content/simplelink_cc13xx_cc26xx_sdk_6_30_01_03/docs/ble5stack/ble_user_guide/html/ble-stack-5.x/optimization-cc13xx_cc26xx.html?highlight=address#remove-the-resolvable-private-address-rpa-functionality).

I am using SDKv6.20 Simple Peripheral Off Chip OAD example program. I did not modify the program.

It is default set to "RPA with Public ID". So, if this is set the BLE MAC address will always change? What if you need to pair the BLE device to smart phone would that be a problem BLE MAC address always changing?

You are correct, as this is a privacy feature. The different types of addresses are explained here, as well as their usage: https://dev.ti.com/tirex/explore/content/simplelink_cc13xx_cc26xx_sdk_6_30_01_03/docs/ble5stack/ble_user_guide/html/ble-stack-5.x/privacy.html?highlight=privacy#privacy
However, even if the address changes, you can still resolve it from your smartphone, as seen also in the document I linked you to.
The easy option also is to simply set-up a static IP address.
