The LAUNCHXL-CC26X2R1 can indeed act as a basic BLE packet sniffer, meaning no channel hoping and such.

I would like to emphasize the above points. The packet_sniffer 2 is capable of capturing advertisement payloads on a fixed channel and really only packets based on the v4.2 Bluetooth specification (so any BLE5 specific functionality will not be able to be captured). As such, you will be able to monitor advertisements and possibly a connection if the connection indication was sent on the advertising channel you are listening to.
If you are developing a Bluetooth LE application, I highly recommend investing in a proper BLE packet sniffer, like a Frontline or Ellisys sniffer.
