When I download the the SDK from https://www.ti.com/tool/CC2564CSTBTBLESW I only get V5.1.1 that does not contain the project files for Keil or IAR as described in SWRU498B page 11.

For Keil, the project files can be found in each demo's RVMDK folder, i.e. "v5.1.1.0\FreeRTOS\STM3240G-EVAL\Samples\CSCPDemo\FreeRTOS\RVMDK"
For IAR, though the files are of the old IAR format, they can still be imported easily. They can be found in each demo's EWARM folder, i.e. "v5.1.1.0\FreeRTOS\STM3240G-EVAL\Samples\CSCPDemo\FreeRTOS\EWARM"

I downloaded the SDK from that exact page, could you try deleting the current version you have installed, downloading the .exe again, running it, and then check for the folders again?
