Hi liang,
You can wait for the SDK release or take the empty TI Driver project and implement Timer TI Drivers Runtime APIs similar to the existing timer examples.

I understand the device variant you are using. Since this device is in a preliminary state and has not yet been formally released, software resources are sparse. Thus you should be sampling from other device projects and incorporating the TI Driver resources from the <preliminary_sdk_directory>\source\ti\drivers folder. As you've noticed, some TI Drivers like Watchdog and GPTimer are not available from the preliminary SDK but will be included later on. You can choose to use the Driverlib before TI Driver support is made available. You can check docs/driverlib/cc23x0r2/driverlib/index.html and docs/drivers/doxygen/html/index.html for more details.

Ryan
