One option is to Flash a device (CC2642R, CC2652R, CC1352R, etc.) with the host_test image and use the BTool tool to form a connection with the CC2652PSIP to update.

I would recommend to leverage SimpleLink Starter App, or even better SimpleLink Connect (see https://www.ti.com/tool/SIMPLELINK-CONNECT-SW-MOBILE-APP). However, CC2652PSIP is a new device and it is not supported natively by the app. We are working on adding such support.
