Are you referencing the chapter 2.5.1 about Bluetooth RF-PHY testing?
If yes you have to flash the host test example located in your SDK and you should be able to send HCI test commands. You can choose to use Btool to send your commands for instance.
If no what section of the document are you referencing?

We also refer to Chapter 2.5.1 of the RF-PHY test
"Refresh Host Test Samples in SDK", does this mean that the Host Test Samples are also in the same SDK package? May I know if there is documentation for this section?

For information, the engineer handling this thread is out of the office today due to US holidays. Please bear with me as I may have missed a few details in the discussion.
As mentioned in the document you have referenced, a DTM-enabled (HostTestApp in the case of CC254x) should be flashed on the device. The function HCI_EXT_ModemTestTxCmd can then be leveraged to send a continuous wave.
Alternatively, SmartRFStudio can be leveraged in order to set the device to transmit a continuous wave.
Please don't hesitate to provide more details on the certification you are attempting and the test system you are using, so we can provide better insights.
