CC2640R2F: How to unlock CC2640R2F, when both Flash Prog 2 and Uniflash fail to unlock?

Have you attempted a mass device erase in Flash Programmer 2?  If you've truly locked the JTAG debug interface on the device, one way to recover may be through the ROM bootloader if it was enabled in the CCFG.

Thanks Ryan, yes both Flash Prog 2 and Uniflash fail to mass erase.
Do you know which are the bytes of the CCFG that can make this situation happen? Is there a ready to use command line tool we can add to our CI/CD to check the CCFG doesn't have the problematic bytes set?

Here are CCFG registers, which can also be found in the TRM.  The CCFG_TAP_DAP_X are the most likely culprits, but if unable to read flash memory as well then you will not be able to check the existing values.  You can try to recover using the ROM serial bootloader, if enabled, but this is also dependent on CCFG register settings (BL_CONFIG) so this is also unlikely to be accessible if the entire CCFG is corrupted/locked.
