CC2340R5: modify the TX power to +8dB during connections is done using HCI commands

Hi Team, 

My customer is using CC2340 and they want to modify the TX power to +8dB during connections at DTM mode.

Please help to to check:

1. if TX power need to set as +8dB, the command parameters of HCI_EXT_SetTxPowerCmd is 17?
