Dear sir,

We want to develop a wireless sensor which will use a 2.4GHz RF transceiver, either BT low energy or Zigbee. CC2651R3SIPA completes all of hardware design. I wonder if we need to buy any software development tools

& environment (for e.g. protocol stack) etc and how much the cost?

    In terms of cost incurred you will bear the responsibility for product level certification. Otherwise, TI provides normal tools for development and royalty free stack.

    If I develop this 2.4GHz RF transceiver with CC2651R3 MCU or any other SimpleLink MCU, do I need to pay for any software tools license & environment such as below:

    IAR-EW8051-8101; driver program for SmartRF4EB; Setup_SmartRF_Programmer

    Previously, our other engineer feedback to me that we need to pay for the SW development tools & environment if we want to develop with SimpleLink MCU. So we give up developing with MCU, but convert to  module solution in order to save some SW development cost. But if there is no SW tools & environment cost for developing with SimpleLink MCU, then we can consider to be back to the original scheme.

    For the TI based tools, no they are provided (Smartrf Studio, CCS eclipse, flash programmer), but for third party tools (like IAR) then its dependent of each individual third party tool and if they charge or not; you will need to check with each third party tool directly here.

    -Yes the TI owned tools are free (SmartRF Studio, CCS Eclipse, CCS Theia, Flash programmer, and the others provided on ti.com). 

    BTW, can you share me the overall RF efficiency, antenna return loss and radiation pattern of this module(CC2651R3SIPA)?

    -I can only provide the information on the TRM/Datasheet here, we may need to make a separate thread for the RF efficiency so a hardware engineer can help.
