Just installed the BLE stack today from: http://www.ti.com/tool/ble-stack?DCMP=RF/IFANDZIGBEE&

When I try to program the key fob with C:\Texas Instruments\BLE-CC2540-1.1a\Accessories\Hex_Files\cc2540_ble1.1_keyfob_SimpleBLEPeripheral.hex

I get CC2540 - ID6647: HEX file content at address 0x1A2AA exceeds chip's 16 kB flash size

Hello,

Are you able to flash the USBDongle - or does that give similar issue? Does is show up as chip type CC2540?

I think you can be misplacing the programming cable.

You have to put it in the 10-pin set situated on the top of the keyfob, red line next to the other set (if I do not remember wrong).

I had the same problem and got this error because the Keyfob had powered off when I tried to program it.

I have two dev kits and both keyfobs had corrosion/powder on the PCB batt -ive pad. When inserting the battery it buzzed as it made temporary contact but then powered off. To get the CC debugger LED to indicate green and for the Flash software to recognize the CC2540, I had to reset the CC debugger while inserting the battery. The CC Debugger LED then stayed green even though the keyfob was not powered (But I didn't realize this). Attempting to program the keyfob then gave the 'inappropriate' error '...exceeds chip's 16 kB flash size.

Do you have a solution? Does cleaning the battery terminals fix this?

I had the same corrosion/powder on the PCB battery negative pad as well which lead to it not being recognized by the CC Debugger. Does TI know about this issue?

I had the same issue with a new kit. Cleaning the oxidation on the pads is difficult under the battery holder. With a small soldering iron tip, I was able to reflow the pads and the keyfob now works consistently.

Clean the battery terminals - Maybe try an emmory board or fine sand paper

As an alternative, you can reflow the pad with a soldering iron. It works for me consistently. The problem is just acumulation of solder flux. Make sure you also clean the battery as it may have some residue stuck to it.
