Hi, I am working on CC2650 LaunchPad and I'm new to it, I was wondering how to blink LED in Code composer studio using this. Can you please guide me through the process also please tell me what are the necessary tools I have to install

You will also want to refer to the Documentation to find the correct CCS and TI Compiler versions in the Release Notes, along with Documentation Links for Getting Started and learning more about the resources provided.

You can also download BLE-STACK v2 for CC2650 Bluetooth LE support, be sure to check the dependencies for this solution as well.x

Fair warning: The CC2650 software resource development has been discontinued for several years in favor of the newer F2 SDK and CC13X2 / CC26X2 devices. You will have a better User Experience if adopting the LAUNCHXL-CC26X2R1 instead.

this is my first project in CCS i have installed CCS 12.8.1 version and ble_sdk_2_02_08_12_setup.exe what other drivers/files i need as to start (i.e blink a led)

You should have C:\ti\tirtos_cc13xx_cc26xx_2_21_01_08 installed as well and can try to import and build the tirtos_cc13xx_cc26xx_2_21_01_08\resources\cc2650LaunchPad\driverExamples\tiDriverExamples\emptyExamples empty project to blink LED0. You should be referring to the release notes for the correct XDCTools and ARM Compilers
