The error indicates that the XDS110 is connected to the computer properly, are you using LP-EM-CC2340R5 hardware as a target? Make sure that the TGT VDD header on the XDS110 selects XDS so long as you are planning to power the board through the XDS110 hardware. Have you successfully programmed this hardware before? Have you tried using UNIFLASH instead of CCS?

What tools are you using, and have you tried both CCS and Uniflash to clear device memory? What is the CC2340R5 version from the device info in your Uniflahs Settings & Utilities? What version of the SimpleLink F3 SDK are you using? If the JTAG SWO interface has somehow been locked then you may try to erase and correct the device through the TI_CC2340_Linux_SBL assuming the CCFG is using FCFG settings for the bootloader.

Yes, I have tried both UniFlash and CCS to clear the device memory, but the same error occurs in both cases. My CC2340R5 device is Revision C (2.1). As you mentioned, I also attempted to erase and recover the device, but the issue still persists.
Besides the ROM serial bootloader option, I recommend you submit your design to SIMPLELINK-2-4GHZ-DESIGN-REVIEWS so that the custom hardware may be reviewed and further JTAG locks are avoided.
