CC2340R5: How to make KEYBOARD ONLY pairing work?

The basic_ble example is not working after changing the IO capability to keyboard only. Bond manager configuration as follows:

CC2340 acted as a peripheral using public address, and cellphone initiated a pairing request by reading an authenticated characteristic. CC2340 returned SMP Pairing Failed(Unspecified Reason):J

It looks the stack in default configuration is rejecting the pairing request when CC2340 is set to keyboard only. How to make this configuration work?
