cc2540 dev kit GAP_EstablishLinkRequest Failed error message on Dev kit

I loaded the keyfob simple hex file on the keyfob. v1.2

I have loaded the usb dongle hex file on the usb dongle.

I can scan and see the keyfob by pressing the right button.

I can click "get" and get the settings from the device.

I cannot successfully get a connection.  I get the GAP_EstablishLinkRequest error message every time and cannot get further.

Help!

    Hi Mac,

    Did you use the below hex files, that comes with the BLEv1.2?

    C:\Texas Instruments\BLE-CC254x-1.2\Accessories\HexFiles\CC2540_keyfob_SimpleBLEPeripheral.hex

    C:\Texas Instruments\BLE-CC254x-1.2\Accessories\HexFiles\CC2540_USBdongle_HostTestRelease_All.hex

    Also, please check that the devices do not have the same (IEEE) address.
