Bluetooth LE USB Dongle controlled by Android USB OTG

I am just curious if anyone had any quick information on whether this seems feasible or not.  Would it be possible to connect the dongle to an Android phone and use the BT 4.0 functionality of the dongle via the OS.  I have used the USB API for controlling devices from Android before, but I'm not sure how something like this would would work.  I know that more and more BT 4.0 phones are coming out but the support for them is very limited at this point (requiring each manufacturer to provide an API since Android doesn't have native GATT support), so I thought I'd see if this was a possibility.  I'm really looking for feedback or possible TI contacts at this point.
