If I understand correctly, there are no strict timing rules for scanning.  So, if the advertising interval is set for 10s,  and the scan window is set for 10ms with a scan interval of 10s, then the time delay of the scanner receiving the advertisement would be a very long time.  If the two devices formed a connection, then each would minimize power by tightly timing their communications, but once the connection was broken it would be a very long time until the scanner received the advertisement again because the advertising and scanning intervals are not synchronized.  Is that correct, or am I misunderstanding something?
