Certification of a consumer device which uses cc2541

Hello,

We are working on a small device which uses BLE. Our intention is to take it to a crowdfunding platform like Kickstarter and manufacture 1K-2K units.

Currently we are using PAN1721 module which uses cc2541 and TI's BLE-stack. We are using one of the existing profiles (simpleBLEPeripheral) to implement required characteristics.

My questions are:

If we replace PAN1721 by cc2541 chip following the reference design from cc2541 Evaluation Module, 

-- Would we need to get Bluetooth SIG certification if we don't use PAN1721?

-- What about FCC, CE? We hope to have international backers for our project.
