Mimic NFC Technology Using Bluetooth 4.0 LE

Hi 

I am looking to mimic NFC technology by using Bluetooth 4.0 LE. Specifically I was wondering if it is possible to redirect the iPhone 4s or iPhone 5 safari browser to a hardcoded url as soon as the iPhone 4s or iPhone 5 syncs with  the CC2540 or CC2541 Bluetooth LE chips. Can this be achieved by sending a data packet and with specific firmware or do we always need to use an App for this. 

If I decide to go with the App approach I would need to retrieve a unique identifier from each device. I was wondering what this identifier would be and if it can be retrieved relatively easily using the Apple framework or the TI API. 

Also I am looking for a distributor that sells the CC2540 BLE chip in a module that can support a 3V battery add on and pretty much provides the solution I outlined above for the App but does not necessarily have all the excess sensors and such which add costs.
