BLE own design vs Turnkey modules

I am currently starting the design of a new device for the internet of things. The device will communicate with the smartphone over BLE. The BLE communication can be achieved by either doing our own design using the CC2541 SoC (this is the chipset we are going to use) or through a Turnkey module such as those proposed by BlueGiga or BlueRadio.

The stuff found over the internet clearly states that due to FCC and other certifications fees it is cheaper to use a turnkey module for small quantities but what is the quantity threshold that makes it cheaper to create my own design based on the CC2541 SoC ?

How much are the certification fees if i do my own design (I believe it is between 10 to 40k usd) ?

Do i need a RF shield on my designed (i believe the tooling cost is 10k) ?

What is the average price of all external components needed by the CC2541 (oscilators, antenna ect...)  ?

If turnkey modules are more suitables for our device (we plan to do 10k to 20k units for our first batch) which turnkey modules are the best (hardware, software and support from manufacturer ) : bluegiga, blueradio or others ??
