Recommend cheap andriod tablet/phone for testing BLE

As the title says. I've got an iPhone, but 30ms connection interval is a pain. I want a device which can run at 7.5ms connection interval and consume as many packets as possible

Windows doesn't really have much in the BLE space, so I'm after a cheap android device that will allow me to develop for BLE with connection intervals of 7.5ms and as many packets are possible.

Any ideas?

< $100 is ideal :)

For Android, best we could find so far is the Nexus 7 (2013), around $225. Be interested to hear if anyone has found anything cheaper that runs BLE off the shelf.

For Windows 7, BlueGiga's BLED112 dongle (ca $25) makes a convenient test platform.

Does it have tools to allow you to investigate a peripheral's characteristics and subscribe for notifications?
