Is it possible to communicate with PAN1323ETU without any Host processor and Bluetooth stack

I have recently purchased the PAN1323ETU board and am attempting to test it for range, throughput and current consumption. As of now I am trying to use a USB-ttl serial cable connected directly to the uart pins on the board but I cannot get any response from the module. Can you directly communicate to this module without an MCU or do you have to use an MCU and have the Bluetooth stack on the MCU.
