Does a BLE 4.0 network REQUIRE at least one master?

Does there need to be a ‘master’ in the BT4.0 net?

I.e., can we have three nodes with the following connections:

A to B

B to C

C to A

Three separate connections... with data flowing in both directions on each of the three connections???
