cc2540usb running hosttestapp project as slave under ble stack1.3

I did  what is said in http://e2e.ti.com/support/wireless_connectivity/f/538/p/161833/674669.aspx, but Btool still replied that "Not Setup Properly To Perform That Task" following the GAP_MakeDiscoverable command. Cause I'm using ble stack 1.3 but stack 1.2 was used in that article, can anyone help me test it under stack 1.3?
