CC Debugger stopped working

I was using a CC Debugger to program a CC2540 on my custom prototype board. The last time it worked was about a month ago. Yesterday I received two new custom boards with new designs and tried to connect to the CC2540 chip on both of them. Neither is being detected. I tried with my old prototype and it is also not working. The red light is on the debugger but it never changes to green like it used to. I know the CC2540 is working on my original prototype as I can connect to it via Bluetooth on my phone.

I've tried reloading the debugger firmware and re-installing all the USB drivers (I'm on Win 7 64 bit). I've tried resetting the debugger into boot mode then loading firmware. The CC debugger revision is 0041. The firmware loads fine onto the debugger but it just doesn't want to detect the CC2540 it is connected to.

I have an altimeter but I'm new to electronics. Can I use it to test the outputs of the cable and the pins on my boards?
