Bluetooth Smart as of v4.2 does not support mesh networking as a part of the standard. You would have to use a proprietary mesh network solution running on top of Bluetooth Smart to allow this which TI does not provide.

Since you mentioned v4.2 ...

Is the current stack v4.2 ready?
Will be able to send 256 bytes instead of the 23-27 current limit?

The CC2640 & BLE-Stack 2.0 supports BT4.1.
