Interface a CMOS Sensor vith CC2541 to take picture only

CC2541 doesn't have camera interface so you will need another MPU which handles this part.

i am wondering wether even compressed, a picture with a size 1.3mpixels could be send via BLE ?

It takes times to transmit with BLE which is low power and low data rate but it should work.

I suppose that if I use the TI CC2564 instead, I could swith from BLE mode to normal EDR to send the picture faster, and then come back to BLE mode to transmit small data ? What do you think about this solution ?

Also, keep in mind that smartphones may impose restrictions in terms of the BLE data rate. You should not expect to transfer more than a few KB/s of data. I suggest running some experiments using a representative data sample to confirm if this is acceptable to your solution.
Note that "size 1.3mpixels" refers to resolution, not file size.

I have found and runed a simulator online for 1.3 Mpixel image, and it seems to give 2MB for a raw picture image but only 500 KB for a compressed one with JPG100 and 258Kb with JPG 90, still 258 seconds is very long, reason why I was wondering about switching to BLuetooth EDR instead of staying in BLE 

Yes, 1.3 mpixels is resolution not file size. If you compress the picture to VGA resolution with JPG, it is about 35K bytes or so.
