Design new PCB board based on Keyfob design

hi i'm designing a new pcb board based on keyfob project, but i've more question.

In the power section schematic of keyfob, that use a coin cell battery CR2477, i've finded a buffer capacitor C7 and a resistor with 0 Ohm named D1, but i don't understand how to size the capacitor and if it's neccessary so it's used to decrease the power consumption.
In some referecne scheme TI don't used this C and R how in sensorTag schematic.
can i connect coin cell battery directly to Vin pin of the TPS62730? or if that is not possible how i can size C using the forumula:

now, note this relationship, how i set the parameter as Vmin, Vmax,Ri and Ttot?

I use the beacons to send packets of advertising every 300ms then how can I determine the period of maximum consumption.

I have another question.
I would like to install two LEDs on the PCB, but I found two different schemes, the first  in the reference design of the keyfob, have the LEDs connected to pins P1.0 and P1.1 and the second scheme in the sensortag reference design have the LEDs connected to the power and after to pins P0.1 and P0.4.
