That is the equivalent of CC2541, just as the USB does not exist.

So you want a project that runs on a CC2540 without USB? Almost every project included with the stack includes a configuration like this. For example, the CC2540 configuration of the simpleBLEPeripheral project.

You do not need to modify the hardware to run a project which does not configure USB. If you are looking for a reference design that does not include USB, please see the CC254x EM design: processors.wiki.ti.com/.../CC254X_Reference_Designs

Hansome,

When USB_EN in the USBCTRL register is set to 0 the USB is disabled. In this mode it does not matter if the USB pins are connected to ground or floating.
