Hi,
to program CC26x0 systems, you can use IAR or Code Composer Studio.
to program CC25xx systems, you can use IAR.

Energia is for MSP43x-like systems, so you cannot use it for Bluetooth / Bluetooth Low Energy purposes, as far as I remember :)
