my task first get values from uart. This values sent to another device using cc2540.But i have BLE sample code how to change my requirement.

FYI another option is the serial-to-ble bridge: processors.wiki.ti.com/.../SerialBLEbridge

This is pretty much the exact scenario you are describing.
