I want to make CC2541 module as a transmit Bluetooth module. How to do it and I am necessary to programming for CC2541.

Hi,

You can configure your CC2541 based device as peripheral and connect with it using any other BLE supported Central Device. And then you can exchange data. For more information, refer BLE Software Development Guide.
