xds100 and xds200 emulators

I just bought a cc2650 sensor tag and was trying to set it up. The guide that comes with the ble-stack says that in addition to installing ccs, I need xds100 and xds200 emulators. My first question is what are these programs? From what I could gather from the TI website they seem like some sort of JTAG interface to allow a USB cable to communicate with the sensor tag (I might be wrong; I'm very, very, very new to all of this so if I am wrong please correct me). Secondly, do I really need these emulators? They both seem to be quite expensive and I already own the debugger dev pack. I thought that was supposed to allow me to debug the sensor tag? If someone could clear this up for me I'd really appreciate it.
