Hi, i'm using cc2540 as a peripheral device, with BLE stack 1.4, and i have two questions:

1. Is it possible to a central device to connect  peripheral device, without advertising?

2. Is it possible to a peripheral device to initiate connection with the central device?

    No, neither are possible with any BLE compliant system. Please see previous discussions on E2E using the search function for more explanation.
