cc2540 USB can not Establish Link 0x3E error message

Hi

I program CC2540 USB stick with simpleBLEPeripheral and start scanning with other CC2540 USB HCI. Scan was successful  but not able to Establish connection

Error Coming: 0x3E (62) (Failed To Establish). Why the problem arises? while same code was working with CC2540 MINIDK.
