passive scan can save power than active scan?

I am studying the simpleObserver mode.

As we know, no matter passive or active, Observer need scan, the difference between them is whether to establish connection.

But, if I use active scan but do not connect to peripheral,  the power consuming is also similar to passive scan?

I want to use this mode because I want to connect to some specific peripherals, but also want to receive the broadcast of other devices.

Scan will enable TX RF on 2541, so always cause 14.7mA during scan window what ever passive scan or active scan?
