The measured Quiescent Current of CC2650 in my experiment is much higher than it should be

Does anyone measured the quiescent current of CC2650 and repeated the result discribe in www.ti.com/.../swra478.pdf?The result of my experiment is 0.2mA-0.5mA, which is much higher than 1uA(the value reported in the document above). 

I connected a 10ohm resister to the EV board on SMARTRF06 and measure the voltage on it to calculate the current, just as the old official document(Application Note AN092) suggested. The RF current was proved to be 6-7mA which is just perfect. However, there was a 2-5mV stair on the voltage curve on the oscilloscope when I was turning the power on or off,  meaning that the quiescent current is 0.2-0.5mA while it should be 0.001mA( in offical document). I wonder if it is because that the other component on the EV board also consume power and the sum current cannot be that low. Or is there anything wrong in my experiment?
