Develop CC2541 OAD program for Windows and MAC

There is no sample PC code available, but I suggest they review the OAD for CC254x document and TI Vendor Specific HCI guide. The OAD guide will detail the OAD profile and the API guide will detail the Vendor Specific APIs available if you are using a CC2540 as the Central. Otherwise, all you need is the profile from the OAD guide.
