When I load the UBL project into the CC2540 USB dongle included in the CC2541DK-MINI kit my windows 7 recognizes the "Generic USB Flash Disk Drive USB Device" but does not show the disk drive. I tried both the UBL included in BLE-CC254x-1.4.1.43908 and BLE-CC254x-1.4.0 and both do the same although on 1.4.0 sometimes after a while I get the drive letter in Device Manager but with the error code 10.
