Minimum requirement for working of CC2541

Hi,

I have designed a custom PCB which uses CC2541 SOC. I am giving a voltage input of 2.1 V to the CC2541. The various voltages that I am getting on the cc pins are:

DCOUPL: 1.87V

RBIAS: 1.27 V

DD: 2.09 V

DC: 2.09V

AVDDx, DVDDx: 2.1 V

But, the debugger is not detecting the CC2541 on the board, i.e., the LED on the debugger glows red. 

I wanted to know whether there is any minimum circuit requirement for CC2541 to check that it is responding. I also probed the DD and DC pins while pressing the reset button on the debugger and can see only momentary pulses at the time of pressing the button. I have also ensured that the CC2541's ground pad is properly connected to the ground of the board. 

Please help me out! I am not being able to proceed and have tried every possible solution suggested on the other forums.
