and what i need like tools (programmer) !?

If your FW for CC2540 is ready and you are looking for program FW to it in mass production, you can outsourcing FW programming to 3rd party like hilosystems.

1. First download and install the ble-stack for CC254x (v1.4.2) from http://www.ti.com/tool/BLE-STACK.
2. Open the TI_BLE_Software_Developer's_Guide found here after installation: "C:\Texas Instruments\BLE-CC254x-1.4.2.2\Documents" and read
3. TI_BLE_Sample_Applications_Guide.pdf is also useful.
4. If you don't have a CC-Debugger yet I recommend to get the CC2541 Mini Development Kit which also includes a CC2540 USB dongle which is very useful for debugging with Btool or the packet sniffer. (http://www.ti.com/tool/cc2541dk-mini).
