In BLE SDK example in that two file is there

1)app

2)stack

what meaning of that and how it is use?

Stack is the kernel part of BLE protocol and application is for different application. You have to download both Stack and application to CC2640 to make it work. You can read developer user guide in BLE Stack document folder for more details.

means both .out(binary file) to load cc2640.

Yes, you have to download both to CC2640.
