LAUNCHXL-CC2650: How to send data between 2 CC2650 Launchpads over the air

Not much, probably at most 4 bytes. Is this included in the BLE 2.2 stack?

You can download spp_ble_server and spp_ble_client examples in github.com/.../cc2650lp to your BLE Stack v2.2.1 folder to build and run it. It's no problem to transmit 4 bytes data between two LAUNCHXL-CC2650 using these examples.

I got the spp_ble_server and spp_ble_client examples working. What function in the code is taking in the data (from the serial port) and sending it over the air. I would like to be able to send data that isn't typed into the serial port on the computer. For example, I would like to send data from the client to the server, and then the server will take the received data and send it out over UART via one of the pins on the launchpad. Is that possible?

To send data from client to server, you would use the GATT_WriteNoRsp() API to send data to the server.

The peripheral uses the SerialPortService_SetParameter() to send data to the client and is also described here:
