24MHZ external crystal is needed and you can refer to current drive capacity in Section 11.8 I/O Pin Mapping in CC2640 TRM.

cc2640 has 48MHZ on-chip oscillator ? can i use that without using 24MHZ external oscillator?

A 24MHz crystal is needed for the RF system, and this frequency is internally doubled to 48MHz for use as the system clock. This is explained in section 6.9 of the CC2640 datasheet.
